The best way to play this setup is to split the players into pairs of two that shoot themselves.
Suicide shots is the only way to ensure town get the most amount of shots on day 1, otherwise you are reducing the amount of possible Tango users every kill.

We will use the sign list in the OP. Each pair will shoot the second player inside of it.

This gives us a 77.77% chance to kill at least one mafia today.
This also gives us a 22.22% chance to immediately win the game

If a player disapproves of shooting themselves, they are mafia and should be lynched.
This game is incredibly town favored and no PRs will ever change that. Nothing matters. It's an auto win if you follow this plan.

Math doesn't matter. You will not be able to get a room of apes to cooperate with your plan but if you can form a quorum then I will partake in your strategy because it reminds me of an old mafia game where kkat hosted that we were all PRs but nobody knew what their actual role was so I suggested we all declare targets similar to this scenario and form a human centipede to A. identify what our powers were based on the next day's result, and B. out mafia by town clearing many players.
