The school I went to as a child is under a federal desegregation order. You effectively have low-income blacks/mexicans coupled with whatever high/middle income white people remain and they operate at outright different cognitive levels -- the test scores don't even make a bell curve anymore and it's two distinct gaussians. It's illegal to separate them out so school just becomes a joke.
Couple that with the influx of school children who don't even speak English and it's a complete disaster zone.
Affluent blacks basically have to put their children into private school because they risk having them lumped in with ghetto n*ggas who get bussed in to ruin the neighborhood.

It's unfortunate because these exact actions are the self fulfilling prophecy leading to the difference in performance and cognitive levels of the low class students.
