Thunderdomes are only possible between active players who actually care about the game.
How in the world do you realistically see a bottom 3 inactive players doing it when.
A. They either dont give a shit about the game
B. They are doing other things irl and not available to play.
C. Afk scum a strategy

If you pit the 3 least active players up against each other you'd likely see increased activity from all 3
