alas, if he is jailer and stuck on you, the best thing you as town can do is try to provide correct targets for him or anyone else, but all you've done is turned this about you, or him. that's not exactly a judgement, just an assessment of how town could best navigate the situation of an alleged jailor targeting them. (you can't get in the way of a jailor, as town, you can only help create more accurate targets)
