There is no setup with no Town PRs, but there are setups with no Mafia PRs. In the latter case, there is always either one Town PR or Masons (Not a real PR, should insta-claim every game).
If LuckyArtist claimed PR already and mafia know that they have no PRs, it must mean that he is either Jailkeeper or Cop. In either case it would be pointless to try to lynch him because those roles are better as night kill targets instead.
In conclusion, it's WIFOM.
