I understand where you're coming from however wisdom is wisdom.
And like it or not, the laws for governing a successful state are very similar to the laws of governing anything: a tribe, a family, a clique or even just a community of like-minded people.
I understand the angle you're interpreting that paragraph from. It seems needlessly complicated, sure, but wisdom is applicable as it taps into, not cultural trends but patterns embedded not only in human society but in the universe itself.
