And the point is that Hungary and Poland classify it differently but they still classify it consistently within their own country, it's not like they did it one way in 2000 then changed it in 2023 to reduce the numbers, if their measuring method is consistent across time, any increase or decrease is still validly measuring the same thing.
All of the countries might not measure SA the same way, but they're consistently using their own methods inhouse therefore any increase or decrease is still a valid measurement.
