If scum chat is public people will not communicate clearly in the chat because they know if they are too open about strategy, tells, what they are thinking etc it will come back to bite them in later games
It's like how Kyle used to play town like a total moron just so he could get away with acting like a lunatic as scum and everyone would go along with it.
You never want to introduce incentives for people to play against their win condition or not fully play to the win condition
