I just don't use mod powers when I am active in a game.
Just seems fair. Even though our powers are exaggerated.
The dumb people politically brain deranged have convinced us it is mod “power” and we need to think about it like an actual leader following uncle Ben’s advice. We are on a forum guys it ain’t that serious. People need someone to check IPs so we feel comfortable about account sharing. It would be a favor to the players, not some use of power.

That might make the game better.
Do the math, and adjust the setup for the number of players.
I have in the past. And it made a really balanced game.
