Because when you host a setup you become the author and creative owner of that particular game (regardless of who wrote the source material - the "setup grandfather," so to speak) and so end up injecting a little bit of yourself (or more than a little bit, in some cases).
If you want a setup hosted in your particular vision, host it yourself. When someone else hosts, it becomes his vision, not yours. You become the consumer of his product. And often it involves quite a bit of thought and effort, so when you are ragging on that person because it doesn't conform to your vision, it deflates that motivation to do something nice (put the effort to host a game) for you, the mafia consumer.
In short just host it yourself
The host is an automaton, a direct function of the setup.
Look at Mafia Universe's Mafia bot for example. It doesn't add any part of itself or its vision into the game.
You are making an argument for entertaining the host over giving the players the best experience possible, it's selfish and harmful.

Hosting a game is a selfless act, the only pleasure you get from it is seeing the results of your setup's mechanics in action.
When you are not hosting your own setup, changing it to entertain yourself is called CONTRIVANCE and PRIDE.

It would also be a conflict of interest if the one putting up the money is the one hosting too.
