Those weren't laws passed by PA, they came from a PA supreme court decision after an election commission decision that's counter to the PA Constitution. Definitely can be thrown out by SCOTUS, and likely will.
Ballot invalidation because of things not arriving by midnight at counting locations but did arrive to the election commission due to postal delays could certainly be thrown out. And there's shitloads where a slight technical mistake could throw them out, which is exactly what happened in Bush v Gore
