Basically yeah. They’re not like our homeless in that they are usually family units with babies, they’re usually sober. But otherwise they function about the same except they actually get way more support than the homeless.
And yeah like you mentioned with the migrant aeropuerto housing they get funny benefits that I never considered until I talked to someone who worked at a police station. Citizens are not allowed to loiter in a capacity like you described (or atleast at the station) but those laws don’t cover migrants so they are able to shirk the rules there. Maybe the guy I talked to was mistaken but he seemed pretty pissed and informed so idk

You aren’t even allowed to ask someone’s immigration status in my city (as a public servant) so they basically have no proper accounting of these people in a way that actually forms a potential naturalization process or allows monitoring or anything. I think we probably do need more cheap labor in our country to fill out the rungs but this ain’t it
