There is a different word for what you are describing but its an "um... actually" usually only brought up by those arguing "age is just a number" or creepy libertarians. I forget the word but it doesn't matter, its yet an additional political proxy war where no one actually gives a shit about the victims.
And I think most people would argue although perhaps more likely to be in the legal sense OK 20 year olds would not in itself make it much better, depending on honestly a lot of factors that i don't really care to look into. So far as coercion and implications etc.
