I think people don't want to admit the real lasting effects that slavery has had on America, if you can selectively breed dogs in a few generations, and do the same with other plants and animals, you can also do this with humans.
Selective breeding was a known practice during the slavery, they bred the strong, dumb worker who didn't cause problems and tortured and castrated the ones who did. You rinse and repeat this process and you end up with a generation who excels at what they were selectively bred for.
There is no real solution to this, outside of restricting people's ability to breed and have children. You want to breed out bad genes, but then we go into this weird area of wtf are even bad genes, like is Steven hawking considered bad genes because he's got a degenerative nerve disease, or do you consider a black person as having bad genes because he has a criminal record.
