The reasoning/strategy can be diversification. Or it can be rebalancing (same word, different meaning) as a strategy - maintaining a specific balance of assets in the portfolio as he describes
Also bogleheads strategy is generally minimal thought, minimal fees. What he's describing is a strategy of not trying to pick "winners" but just getting market exposure at a pre-determined ratio and sticking to that rather than riding waves of sentiment or letting human feelings get in the way. It's smart enough but has nothing to do with "rebalancing" that's just a verb being used there
If you would like examples of succesful rebalancing i would check out the work cathie wood is doing. She is a master of her craft
