The way an actual intelligent person, unlike Yns, should look at that question is as follows;
The average black person is in fact less intelligent than the overall average. We can't really deny this, and the reason isn't simply "IQ" - which only tests for specific things that are mostly decided by one's education.
The reason behind this, I believe, can be attributed to many factors.
In no particular order:

Blacks don't want to be smart or educated. Of course most people don't "want" this, that much is obvious - but most people will look up to others from their own groups, their interests and habits are built upon others of their people. There is a general lack of interest and motivation, many obvious and commonly stated reasons behind this.
You cannot do something if you're fundamentally disinterested in it. That's just not how people work. -
Blacks cannot view themselves as equal like how people tell them they are. They will always view themselves as different, which means that they will always subconsciously be different, even if they believe they are or can be equal. It's an unsolvable problem that arises not just on a racial basis, but any time distinctly different cultures (or groups) interact with each other on a regular basis.
The only way to make a two people be 100% equal is if they actually believe that they are, and obviously no black person actually believes they're white. -
Contrivance in defining intelligence and success. This may not apply in all cases, but ties into my previous point in the sense that after obtaining the curse of knowledge that you are Black, you no longer aspire to be a Doctor or Engineer - you subconsciously aspire to become a Black Doctor or Black Engineer.
This in of itself leads to a contrived sense of drive and motivation. Don't get me wrong; I'm not saying that this means that they aim lower than someone who is race-normative, but what I mean is that their intrinsic motivation is overshadowed by extrinsic factors, which most of the time results in less sustained performance over longer periods of time. -
Black people outside of America are incredibly poor, malnutrioned, and lack a culture and language that enables and allows for development and intelligence. African languages and countries are extremely underdeveloped and have no hope of ever rising up even in 500 more years, they can't be helped.
No amount of aid and charity will help these nations rise up, they are ruled eternally by tribal warmongers with no signs of this changing, it's just how the world goes, someone has to be at the bottom. Poor people are stupid, this is another fact present in every race and culture worldwide.
You especially can't become intelligent if your language doesn't have the grammar or structure to allow for higher level abstractions and reasoning. They may as well be a less evolved species.
In conclusion...
Yes, Blacks may be for all intents and purposes "less intelligent", but it's for reasons much more nuanced than "durr they're born with less INT stat" like the low class idiots on this forum believe.
No amount of work or social justice can change this for the time being. The current climate only encourages this divide further, and it may even be beneficial to the powers that be.
At this point, if I was Black I would wish that it was just a genetic difference, because the reality is so much worse... a true curse upon their race.
