Preferably a journalist shouldnt be able to read them. And then after the journalist reads them it shouldnt be said that they were "not top secret" so that they can be leaked to the public

did he sign in on the log with his time in and time out when he joined the signal chat? did he denote that he was a US citizen?

you can actually have uncleared people in SCIFs as long as you tuen on the little siren light.
