St. Louis is a shithole, if you compare a shithole with a decent city then yea the prices will be lower. I did this to myself a couple of times when I was younger, looking at apartment prices in Detroit vs LA/SF. I recommend you actually go visit St. Louis and try to live there for a month, walk around the streets both during the day and night, visit downtown, visit the shops, go to the parks, and then come back and tell me if the prices is fair or you still think St Louis is a bargain buy.
If they actually rose the money that people were paid for jury duty, people might actually take it seriously, instead nowadays the only people who are actually attending those places are the bottom feeders of society who actually want the paltry $80 payment, or those who still believe in fulfilling a duty to the state, or people who just want an excuse to get away from work and get paid due to the company policy.
WRT Jury Duty, don't ever respond, if you ever do then you're cooked because they know you're a rule follower and can be intimidated and then they will focus their resources on you to chase you down because they know you are one to bend the knee. However, if you never respond to the notice, then you're hiding in the masses and they have nothing to go on to pick you out because there's too many targets to focus on.
Clearly the world revolves around money and if you want the justice system to function correctly for the citizens then you need to put the money into the system. Same with education, god forbid you start dismantling education slowly and over 25 years have this mass population of unskilled and uneducated workers who blame their shortcomings on the government and think voting for a populist moron will somehow undo decades of decay.
