In almost every plane crash luggage and personal items are spread around within the debris field but for some reason with 9/11 it’s treated as some ultimate gotcha as if a light object couldn’t be ejected out and away from the crash site. Not to mention the passport wasn’t the only evidence they had to identify the hijackers
Iirc parts of the plane literally went out the other end of the tower when impacted and a 747 is damn near the same height and width of the towers

The passport was just one minor piece of evidence in a mountain of evidence they could have and did use to identify the hijackers
