Many people do that already. Big cities are well accommodated to English speakers. But they always become lonely and grouchy complaining weirdos. It aint a good idea.

Yeah but there is usually a translation available I think. I can't remember ever having to translate a government form on my own, but the people I work for take care of a lot of government shit for me so idk if that's everyone's experience.
I just got my tax return actually and yeah it's 100% Japanese. Doing taxes is really easy here for me though I've never had to do any translating. I just check some obvious boxes and hand it to a guy in city hall.
