That's why I say LBJ or jdance need to immediately start the chain. Because then one person has started it, and the action item is on one specific person at a time. If that one specific person doesn't comply, he or she gets enforcer shot (or voted out), so you achieve compliance. It's pretty straightforward

I am also disproportionately punished (as a town player) when i shoot myself and down the line the inevitable town player refuses (due to a misunderstanding of the algorithm)

I propose we use discobot to reshuffle the player list, but it would take 20 posts of dicerolls and list selection that would really clutter up the thread.
