If I understand the comparison the author is making to politics, it sounds similar to what Chomsky and Foucault were saying in that old discussion they had. Chomsky was explaining the idea of a structure that in the end they both agreed was a thing, and he used language to explain it, that we have this innate structure that makes language possible.

Chomsky says it's innate, Foucault and Wilderson would disagree. They would argue that it is formed, thus a major difference in how it applies to the political. Innateness excludes analysis of why the systems operate the way they do and how to replace them to have different effects

This is what we think the structure is like if you wanna get nerdy. This excludes a new proposal that is gaining traction but not concensus yet though. When/if that happens, D-structure will be replaced

Yeah, that's fair. I'm not sure if they'd disagree, but they explicitly argue applying that idea to societal structures and the concept of political grammar is both dangerous and wrong.
Though, they might argue against UG. I could specifically see Foucault rejecting it for the lack of a geneaological (not as in family trees) account
I agree with them for the societal systems, but we have a lot of reasons to believe language is not that, so yeah. I just watch what they say about politics like an interested child. I am not neck deep in it.
