They are already preparing as much aid and infrastructure as they can because they know in the end this problem is at their door. They aren't preparing to reject refugees, they are preparing to handle the inevitable refugees. This isn't esoteric geopolitics mind reading. It is the expressed position in reporting we can all read with a simple google. So "why won't they accept refugees?" the answer is they will because they know they have no choice.
The Egyptian government is so concerned with the current election (rigging) season and economic crisis right now that I don't believe it has any chance to successfully take in refugees. Probably the worst possible timing.
For example, just this week all Egyptian banks disabled foreign currency transactions because we have run out of USD reserve, not to mention how the currency is set to be devalued by another 33% right after the great leader wins the election.

No offense but your speech reeks of only having experienced life in affluent countries with abundant resources. Egypt doesn't have to do anything, no country can or will make them take in refugees. the only thing i can imagine that would encourage them is international guarantees for foreign aid, which are already stretched thin across the world with multiple wars going on.

My affluence allowed me to read a fucking article before posting. I am literally saying what Egypt is reported to be doing and saying. I am not saying what they must do. It aint my opinion. They know refugees are likely coming whether they like it or not and they are preparing. Israel's attack on the crossing gave them a reason to close it.
