What you say is true, but if enough people demand mechanics over graphics it will allow for budget to be shifted and some of that risk will be accommodated for. As long as developers are rewarded for it they'll keep pushing graphics as a major feature. It will eventually hit a threshold where the majority of people stop caring about incremental improvements. It's just a matter of when.

The same can be said about any other feature, like open-world filler content.
