Do the math yourself. I'm not going to spoonfeed you the calculations further - you better get in the habit of these small optimizations if you want to make actual mmr gains though.
The opportunity cost is too high at level 6 to go roaming around with a smoke especially if you have a secured lane.

I don't think this is physically possible to do more than once every 2.5 minutes given a normal lane equilibrium. I was assuming you were pulling the wave from behind the enemy tower (creep skipping), but clearly you're just delusional.
