No I don't think you understand that creep waves spawn every 30 seconds and neutral camps every 60 seconds, and you can only start pulling the wave at around 10-15 seconds after they even spawn.
The rest of the timeline calculations are left as an exercise for the reader (for you).
It does warrant some modicum of respect that you are thinking of ways to gain advantage in lane, but you have to factor in a lot more than "pull creep wave win lane" in your theories.
