imo a big part of the problem is infastructure, Chicago has some of the worst (including the actual worst) housing projects, they have an extremely bad effect on crime

loads of the violence happens in and around those buildings and there’s not a lot police can even do about that

What Chicago needs is maglev high-speed bullet trains, a walkable greenscape that encloses the entire city, and a set of tastefully designed high-rises that contain all of the requirements for living: housing, an internal market for businesses, and hydroponic vertical farms to supply the population with sustenance. THIS is how you stave off anarchy and Detroit-ification.

Why do you think all of the Asian megacities are this way? Because if they looked like Chicago, the inhabitants (the Japanese, the Chinese, the Singaporeans) would have violent crime rates that looked the same.
