It's more likely that they have no reason to learn how to read, no reason to learn how to think, no reason to do anything other than steal bikes and smoke weed.
They are pathetic losers born in a pathetic loser life where they are told from birth that they are pathetic loser blacks, that they are different, and their slightly lower IQ (result of genetics, we concluded earlier that some populations are less culturally evolved than others due to geographic location and lack of inter-civilization conflicts) promotes a culture of ignorance and rebellion from the "white man norms" so they can stand out and continue being different.
I want to make it clear; this is not an immediately solvable issue, it does not resolve over the course of 100 or 200 or 300 years. No matter how much affirmative actions or federal grants are given.
