I think that there can be multiple states with the same ethnic group but with different languages, and despite Ukranian and Russian being similar on the outside - Native Russian speakers have difficulty understanding Ukranian, I'd say they probably don't understand it at all. They are actually pretty different languages and I can even tell that by reading the Cryllic in DotA Allchat.

The quality of life is low enough and enforced by military leadership that there is a status quo. Extremist elements are silenced fairly quickly.
