Most people are not productive in society and we have the means of production to support them however people on government support shouldn't be allowed to have kids or at least more than 1 kid, having more should result in a reduction or loss of government support so they do not grow a family who subsists on welfare.

You can have kids you just can't be on government support having other people pay for you and your kids if you decide to have them.
Otherwise people can have 20 kids and have them all paid for by taxes and their kids too .
