Does soldering CAT-5 internet cables or ethernet cables cause any kind of network quality bump?
i’ve recently lived in 2 different flats where the infrastructure was soldered and i’m suffering ping fluxes of 15-20 during online games which causes freeze frames.
Yes, bad work like that will cause up to 40ms latency over the wire.
You could introduce a lot of impedance problems soldering CAT5 cables and not insulating them correctly

what do u do in america if u find out ur internet cables are soldered and the wires built in the walls were done way too sloppy and short and they just soldered everything on either side

If the wires are tightly twisted together under the solder it should be fine. Hard to tell by looking at them.
