In some few cases, but usually when people proclaim a “policy lynch” it is because an earlier grudge or strong dislike towards that player. Sometimes mafia takes advantage of this to fuel a lynch though.
I’m not saying that this goes for all D1 votes, just lynches proclaimed by ‘policy’ particularly, since he asked what it was.

The people who actually hold grudges and dislikes just take their vote off when the game takes off past page 1 (or whatever the equivalent of that on this forum is). No point in discussing definitions though - I believe when a “policy lynch” actually goes through it’s always mafia taking advantage of low skilled town.
