not going with meta reads, he could just be the samurai who's trying to sus out his first targets to preserve bushido, and the shogunate.
i would think that there is no way ieyasu could be default cult member or leader... therefor a very bad first pick target. but that's basing too much of the lore on actual history, perhaps.
