I want to start by saying I have always loved Doug's character. He's wonderfully creepy and you can't help but feel concerned for anyone he interacts with. He has the aura of a man who could snap and bring a gun to work at any moment.

That's why I loved his arc in Season 2. We watch this incredibly creepy guy getting more and more attached to a young lady who also happens to be a liability to his boss, and we know how it will end. There's only one way that situation concludes itself, and it hangs as an unspoken truth over all of their interactions that season.

But then, a brilliant twist: in the end, Doug is too soft to kill Rachel off. She sees an opportunity and takes it, resulting in his (apparent) death and her escape. In this moment we learn something essential about Doug: Although he may be creepy, although he may be ruthlessly pragmatic and undoubtedly willing to get his hands dirty, he is not a murderer. Despite our expectations, Doug is a good person. This adds remarkable depth to his character.

The reason this is so brilliant is that Doug's arc over Season 2 acts as a foil to Underwood's. In contrast to Doug's creepy vibe, Frank is extremely charismatic and well-liked by those who don't know him well (and some who do know him well, if this sub is anything to judge by). In the end, though, Frank is willing to kill when he deems it necessary. Frank Underwood is a murderer.

The strength of this contrast in the context of the season is that we see where each character's moral decisions get them. Frank becomes President at the end of the season; Doug lies half-dead in a ditch. The show's writers are sending a very clear message: In the world of House of Cards, no good deed goes unpunished.

With Season 3, though, they threw this all away. It's as if they went through a checklist of Doug's character traits and said, "How can we make this less true?" While it does add depth to his character, I think Season 3 Doug invalidated a lot of his earlier character progression.

This man who sacrifices everything for his job spends the season rebuilding his relationship with his brother. The unwaveringly loyal Underwood supporter feeds important information to the opposition, then blackmails Frank to get his job back. The Doug whose moral compass would not allow him to murder a young woman made a quick 180° turn.

Doug ends the season where he ended Season 1, and I am left disappointed. It's almost as if the progression over the last two seasons didn't matter. He still works for Frank, he still creeps everyone out, and he is still a murderer. It's like watching a sitcom. When all the dust has settled the characters find themselves in the exact same positions they began in, ready for the next episode.
