I think if tribe count was only 3 players it would be too similar to Turf War/Lovers games.
Big groups reinforce the idea of a tribe better, and it's also easier for town players to split up into 3 groups instead of 4 obviously.

i find the mechanics you've added like public declaration of tribes will already make your game way different but im happy either way, given the creativity here. we can always do 3 next time if 4 is messy
