Answer: The players are free to do as they please, and will face the consequences of win/lose/ban appropriately.
But what's the point of all the discussion of configurations and possibilities if after only 20 minutes of thinking in the signup thread it's clear there's only 1 possible path for the game to take?
The players are free to choose the path they wish for and bear the results.
You are failing to consider the agency of player actions on day 1 and how these "paths" affect decision making of Town players.
Agency meaning "They might just choose 1 of 2 obvious configurations where they can't win?"
I think this entire setup was invented as a joke about players on this site not being able to work through basic mathematical (/algebraic) setups
You are clearly misunderstanding the setup. Town get to choose as much as mafia can, and the results of day 1 are up to the social gameplay aspect.
A keen town team with a proficient ability of scum reading can guarantee a win for themselves through tribe arrangements and cooperation.
You only thought about this setup from a Mafia perspective, which is an easy pitfall to fall into.

My favourite thing about this setup is the infiltration phase, where mafia must make a successful infiltration to have the mathematical odds to win.
If mafia get caught early they will have a very hard time.
