You're being too pragmatic.
You're not moving the low IQ blacks from the city, you are spawning new clones of them outside of the city.
The clones will have the same genetics and therefore the move will have no (or minimal) effect

The fact it was proven 60 years ago by twin studies means we shouldn't even have to discuss it in this thread.
I highly doubt that - It's pretty well known that no actual experimentation has been conducted.
