the state is ultimately more interested in disciplining people who defend themselves from the mentally ill, the abjectly violent minorities, whatever than the violence these selected groups propagate themselves.
people will say things like "thinks he knows how to make society better" as some narcissized ideal/insult, but then completely fail to make the connection that is the foundation of the capitalist economy; the state will never allow a competitor.

And it's not like these things can't be accomplished (forced bussings of the 60-70s, reconstruction, the final solution).
that being said, the current state of the US probably doesn't have A) the bureaucratic agility (or whatever term you can use as an opposite to sclerosis) B) outright human capital, to implement something as complex and large-scale as the final solution.
because undoubtedly China could implement a final-solution type social engineering project if they wished, I doubt Russia could; not a good look for the US's ability to fight wars.
