Parking my vote here until something changes my mind.
Clarfying some mechanics:
Players get executed if the day starts and they have 0 coins.
(If a player starts the day with 1 coin, they will remain alive with 0 after its taxed.)
Night actions are all resolved simultaneously.
Therefore all PRs treat players based on their coin counts at the start of night.
As stated in the OP, conflicts are resolved randomly in case of player bankruptcy.

You live if you have no coins.
You only lose when you can't pay your taxes.
Just like real life.
It also means Collector can't catch Thief on Night 1, only on subsequent nights.
OK we're town circling the active players, claiming no roles, and voting/stealing from the afks/non-towntellers

The calc stuff from kkat is normal. Him parking a vote on a guy who hasn’t gotten a PM from the host is very sussy!!
