I think I found it? I changed the closest looking setting, which is really poorly named if this works. Let me know if its still an issue and if it comes up, copy the text of the error you get and post it here.
You should be able to send PM threads about twice as fast if it worked. There's still the longer restriction for new users but that shouldn't affect anyone
