With dota it's a little presumptuous because there were a bunch of different dota remakes by all different publishers and they weren't the original publisher. They're like saying "here's our version, it's the official one." But they did have IceFrog
CS it's just ridiculous. There's a very clear long-running franchise. It's like with call of duty or xbox or whatever where they just choose some random number and assign it with no regard for previous titles

The thing about software patches is that they are not sequential like that. It would be more realistic to be like:
CS1.6
CSCZ (1.7)
CSS (2 - major release)
CSGO (3)
Counter Strike 4
