What normally happen is that there will be an existing business that will find some black person, some woman, etc. who will set up a front business and get an 8(a) or WOSB/MOSB designator which will then give them very juicy preferences for contracts.
At that point you can just subcontract out the work to someone else and take a cut.
There's also stuff like the mentor protege program that will pair you up with a prime, who needs X amount of their suppliers to be minority owned, etc. and they'll just give you fake work.
At the moment it's sort of dead -- you have to write essays about how you're "socially disadvantaged" and give personal anecdotes about how racism stopped you from starting a business as opposed to just being black or a woman.
You're socially disadvantaged so you might actually qualify for that one.
Yeah the SBA officer will totally approve me when I tell them I wanted to start a business but realized that you needed to be black or woman to get SBA handouts so instead I just freelanced for a company that was nominally controlled by his wife for a WOSB sticker.
You should get officially diagnosed with a disability and then do the same but play the disability angle. I'm sure they have programs for this
You can set up entities where you effectively just work as a staffing firm -- you are owned by a 51% minority owner and you subcontract with a larger prime, providing just bodies to work on their property doing software development, etc. and take a cut on every single salary.
If you write me an 8(a) application about how I'm gay and I take it up the ass and how that disadvantaged me from starting a missile company I will literally submit it for kicks at this point

In High School I wanted to be an engineer and start an engineering firm that built cool rockets but I was gay and some kids whose dads were engineers made me suck their cock in the bathroom and told me I would never be an engineer because I was a f*g
