you either need an integrated air defense system or you need a passive radar system that utilizes the existing EM spectrum (think radio, television broadcasts) to find targets (this is basically impossible).
reading the wikipedia page to do what I'm doing you realistically need multiple antenna arrays so you've got some networked system anyway
