The issue is definitely that you can't just hand these benefits out, you have to vet them and make sure those most deserving of the most benefits are receiving them so you don't have people ruining free housing for everyone. That in itself is so hard to scale up, and requires a level of care that most people who are paid to be in that position won't be capable of in the first place. It's basically a losing game. I'm not sure what an economic solution would look like, but I'd imagine making it lucrative for businesses to offer care will mean way more care will be given overall
