Here's your worst case for mafia:
8v3, mafia lynched + NK
7v2, mafia lynched + NK
6v1, town lynched + NK
4v1, town lynched + skipped NK
3v1, town lynched + skipped NK,
2v1, lylo
How could there be any problems?

As you can see mafia will never need more than 5, even with 2 skipped.
Give mafia exactly 5 and if the game ends in a stalemate (2v2 etc) make it a default town win.
