First, I don't think you understand how sanctions work. We fine or disallow financial institutions/businesses who take money from sanction targets. Targeted sanctions against specific Russian nationals don't do anything because they don't have to ever move any of their trading into USD and can launder it all through Russian banking.
Second, we also bomb civilians in Syria? We orchestrated a far-right coup in Ukraine that directly led to what happened with Crimea? Do you have any understanding of history?

The linked papers, particularly the last one, present very compelling evidence that sanctions don't work unless they completely cripple a nation's economy. And if you do that, you're starving and killing that nation's populace

Putin is mega popular because the perceived reality is our sanctions and NATO posturing fuck them over.
