I was at the LA BLM protests this summer and it took police hours to get control over the situation once looting happened, multiple officers had to leave their squad cars on the street which were promptly burned and the police officers that were there with tear gas and rubber bullets were overwhelmed and forced to leave the area. People were looting for probably 8 hours straight with no police response 2 days in a row in some of the nicest areas of LA
washington d.c. is 70 square miles about 10% of that is water. there's about 3,800 police officers and 600 civilian support staff in the district and another 3k national guard standing by who can be mobilized in a day.
DC officials declined to mobilize the national guard ahead of the protests as they did not want to appear militaristic towards protestors due to the events of the summer
