Wrong. That was a federal government decision. Nat guard of DC is under control of the executive since they have no governor. DC government requested them
Black mayor of DC, black AG, but they didnât completely crush these protestors in a militarized fashion because they were white. Maybe It was due to political reasons and the fact that they faced protests against police brutality all summer and their specific base of voters (democrats) consider that a top issue in recent times

Weeks of protests erupted in the capital this summer following the police killing of George Floyd in Minneapolis. While some of the early protests did include looting and damages to local businesses, Bowser never called in the National Guard.
Bowser ordered that the National Guard personnel not be armed when responding to the protests and that they will not perform surveillance, searches or seizures of protesters.
Defense Department officials said Thursday that during planning meetings prior to Jan. 6 led by the Justice Department, city officials and federal law enforcement agencies requested only modest support from the National Guard and did not anticipate large-scale violence. The Pentagon agreed to provide 300 unarmed troops, mostly to help oversee traffic checkpoints and Metro subway stations.
The Pentagon officials said that on Sunday, during a planning meeting, the Defense Department offered the Capitol Police and the city of Washington additional National Guard troops, but were turned down.
