Yeah, I think Maine and Vermont were the two states that never made that a law. Another state (or maybe DC) just passed a law to let them. I think it also allows the incarcerated to vote, but I may be misremembering

The bodycam footage shows way less than the people who recorded the whole confrontation before the other officers showed up. That plus the one officer knew him and had beef from an old job may bump this up to premeditated
