Melee has never had an update from Nintendo, it has never had any support from Nintendo in any legitimate form, and in the brawl era Nintendo actively tried to prevent the competitive scene from developing. There was a dark period but it came back strong. And it’s still developing to this day.
New tech, viable in tourney play or not, is still being discovered. Hell, it took hungrybox years to figure out how to beat everyone with puff.
